The definition of Open PvP is:
Killing other characters is possible, but restricted.
The war system seems not really in tune with that. So, how should it be possible to "declare wars, but restrictedly"?
1) Is "mutual agreement" ok as basis to go to war here?
2) Should there be any exceptions to the above?
3) What should be the main motivation on Open PvP to fight wars?
4) What kind of motivation should be discouraged here?
5) Is there something that should not be part of Open PvP wars?
Please, do not be too specific but try to formulate very general answers. As an example, I will give you my own view on this:
1) Yes, it still is ok as a general basis. This is one of the restrictions needed here
2) Yes, there should be ways to allow a kind of unagreed war to be started, depending on to be defined preconditions. These wars should have default settings
3) The main reason should be the challenge, for the special cases a reason should be defense / revenge. Also a big motivation could be rankings, maybe even special rewards. Finally, a strong motivation should be benefits for the team / the guild, not the individuals.
4) The aim should never be to harm individuals or even to hunt them off a server, the system should not allow that.
