I am sorry to disappoint you since I personally think its a great idea, but Server Wars are not planned yet.
There are too many things that have priority then implemementing such en event server. After all it would mean some programming that needs time. Right now the update is worked on with much effort, also the first steps of the new rule enforcement system have to be implemented and more work is needed in this field.
There might be server wars in a few years, but right now they are not on the schedule.
